Before Odisha became a separate province in 1936, colleges in the region were under the jurisdiction of Patna University or Andhra University. The Government of Odisha subsequently began the process of examining the establishment of a separate university for the province.
On 2 March 1938, a committee headed by Pandit Nilakantha Das was appointed to examine the possibility of establishing a separate university in Odisha.
The Utkal University Bill was passed by the Odisha Legislative Assembly on 30 June 1943. After receiving the Governor's assent on 2 August 1943, the Utkal University Act, 1943 came into force.
Utkal University was founded on 27 November 1943 and initially started functioning from Room No. 15 of Ravenshaw College, Cuttack.
The present Vani Vihar campus in Bhubaneswar represents an important phase in the University's subsequent development. The foundation stone of the campus was laid by Dr. Rajendra Prasad, the first President of India, on 1 January 1958, and the campus was inaugurated by Dr. S. Radhakrishnan, the second President of India, on 2 January 1963.
